We selected this company to do the repair and renovation work on our fully finished basement after a major waterdamage event last summer. They started off great, high energy and fantastic attitude. Offered lots of good suggestions and was willing to work with me as I wanted to upgrade electrical and plumbing as we went along. It became apparent that Mr. Cox and his group had never really done a major Home Repair and Renovation job of this scale before. To begin with, he was not very experienced with the estimating tools the insurance company expected to be used witch slowed down our being able get an approved estimate. Had to resort to the insurance company sending out an independent adjuster to get things moving.
This company and it's "CEO" appeared to be very haphazard in their management and resource planning. Although James Cox is a very nice person and seemed to be a good match for how we wanted the work to be done, it became apparent as things went along that he was budgeting on a borrow from Peter to pay Paul basis. I kept track of materials and labor hours as we went along and to my best estimate he spent roughly 20 percent of the money we payed him on materials and about 20 percent more on labor. He has left his sub-contractor with $4,000 dollars of bad checks and has effectively disappeared. We have been unable to contact him nor has his sub-contractor.
One example of his extravagant estimating is over $7,000 dollars for the carpeting. This was for approx 800 sqft and was estimated as "premium grade". We were then told that the the $5 per sqft carpet we were thinking of was too much. He indicated he needed at least $2,500 dollars for "his installers" and that it had to be around $3 per sqft and $1 for padding. We ended up with going to Costco and had very high end Shaw carpet installed for $4300.
Thankfully the sub-contractor he brought in was a very good and ethical person and did a very good job. At one point Mr. Cox told him to not return and to tell us he was busy on another job if we called. The Sub called to tell us this as he did not want to leave a bad impression. Mr.Cox showed up several days later and informed us he could not afford to have the sub finish the work and he personally would complete it. After looking around the job site he left to "obtain materials" and returned to tell us he had reached an agreement with his sub to complete the job on his own and that he was no longer involved.
This is when he gave his sub-contractor 2 post-dated checks that the bank would not cash.
I have sent a breach of contract letter to Mr. Cox and NOVA Facilities Maintenance Services. And intend on following up with legal action in the Prince William County Court system.
I would strongly advise against using this company for any major work in any capacity if they are still in business.
