When we converted a ~400sqft detached garage to a livable space with a bathroom and kitchenette, Montclair required architectural plans. The architect we had previously used for our entire home renovation (who we liked) quoted us a significant fee for what we wanted, and it was way more elaborate than what we had discussed, as did another architect in Montclair. Our contactor connected me with PUR4. They called me promptly, came for a site visit after hours (I was too busy with work then to meet during the day), and listened to me about the scope of the project and our construction budget. After hiring them, they worked with me on several rounds of revisions to achieve our vision. They were also cognizant of the relevant zoning ordinances; we had to be careful not to trigger Montclair's ADU ordinance because it would have required additional work to other parts of our property (and Montclair's bldg dept. and zoning officer helped us through that too). PUR4 did a great job, and that their fee was 2/3 of what the other architects quoted me wound up being the added bonus.
