Firstly, the site visit fee for your type of project includes a retainer to begin the project, as stated in the proposal, and it also covers the work of the engineering consultants. The plans for your project were actually very accurate and achieved a permit in a very short time, including the time to design and engineer the project. Once the permit was awarded your decision to re-permit the project to eliminate the fresh air requirement for salons (needed to flush out the dust, dander and chemicals) contributed to extra time and extra scrutiny by the building department and inspectors. I advised against this from the beginning. The Gwinnett County building is well known for being challenging. Had you followed the plans as originally permitted and not made changes your business would have opened much sooner.
